Public Safety
Public safety is a core responsibility of local government. Clark County must ensure law enforcement and emergency services have the tools and facilities needed to protect the community. On Battle Ground City Council he advocated for a holistic approach to public safety that includes proper staffing, equipment, facilities, training and coordination across agencies to meet the needs of all.
Our current county jail capacity limits enforcement options in serious situations. That’s unacceptable. We need a realistic, nonpartisan plan to address jail capacity and public safety infrastructure. Troy will work to secure state and federal funding first and make sure every outside dollar is pursued before asking taxpayers for additional support. Investments in safety must be targeted, accountable and effective.

Responsible Growth and Land Use
Clark County offers a unique quality of life with open spaces, farmland and strong neighborhoods. Growth must be managed carefully to protect what residents value most.
Industrial development has a place, especially in appropriate corridors but not on productive farmland and not next to established residential communities. Rural and urban areas should be planned and protected according to their purpose. This is why Troy supports preventing industrialization of rural Brush Prairie and ensuring that land use decisions reflect long term community interests.

Livability and Affordability
People chose to live in Clark County to raise families and invest in their future. County government should make that easier, not harder.
Livability also means protecting open space, supporting agriculture and maintaining infrastructure so communities remain affordable and functional.
Permitting and planning processes must be timely and predictable. Whether a family is building a home, adding an accessory dwelling for an aging parent or starting a small project, they deserve clear timelines and responsive service.

Effective Leadership and Accountability
Effective leadership requires accessibility, transparency and collaboration. It means listening to residents, developing consensus with peers and seeking public feedback before major decisions are made. Troy’s record shows he can work across viewpoints to solve complex problems and deliver results. He brings elected experience, regional partnerships and a commitment to open communication. Clark County government should be responsive to the people it serves. Every resident deserves to be heard.
